PROPER — To Petty Officer and Mrs. Steven J. Proper, at National Naval Medical Center, Bethesda, Md., Thursday, Feb. 25, 2010, a son, Austin Garrett. Mrs. Proper is the former Sarah Anderson. Both parents are former Guys Mills residents.
