Two fugitives featured in two Meadville Tribune Most Wanted columns in February have been placed under arrest by Crawford County Sheriff’s Department.
According to Chief Neil Fratus, both individuals were picked up Wednesday. “What really helps is when people see the picture in the paper and call in,” Fratus said. “That’s what it takes.”
Matthew Lynn Loper, 29, Most Wanted in the Feb. 19 edition, was wanted by the Crawford County Adult Probation Department for absconding after conviction on an original charge of felony theft by unlawful taking. “We had information he was in Meadville,” Fratus said. Assisted by Meadville City Police Department, the sheriff’s office was able to apprehend Loper in the Park Avenue Plaza parking lot and transport him to Crawford County jail where he will await a hearing before a judge.
Nicholas Lybarger, 32, Most Wanted in the Feb. 5 edition, was also wanted by the Crawford County Adult Probation Department for violating probation on an original charge of felony theft by unlawful taking.
“We apprehended him in the Saegertown area, where we found him in a basement hiding underneath a kitchen table and a lot of junk,” Fratus said. After the materials concealing him were removed, Lybarger was taken into custody without incident. Sheriff’s Department personnel were assisted at the scene by Crawford County Adult Probation, Pennsylvania State Police, the Pennsylvania Attorney General’s office and two state constables. Lybarger is also lodged in the Crawford County jail.
At the same time as the Lybarger arrest, another suspect, Walter Eckert, was picked up at the same residence and arrested by other constables on unrelated warrants, Fratus said. Eckert is also lodged in Crawford County jail.
