Woman hurt in crash amid temporary traffic light fix

MEADVILLE — A Youngstown, Ohio, resident was hospitalized in serious condition in the intensive care unit at Hamot Medical Center in Erie following a Monday-morning Meadville crash.

According to the police report, after stopping for a flashing red signal on Arch Street at the French Creek Parkway intersection Monday at 8:13 a.m., Anna D. Henry, 27, proceeded to make a left turn onto the parkway, also known as “the bypass.” Henry drove into the path of a sport utility vehicle driven by Susan P. Luce, 50, of Harrisville, which was northbound on the parkway and had the right-of-way with a flashing yellow signal.

Severely damaged, both vehicles came to rest on the parkway. According to the investigating officer, Trevis Pearson of Meadville City Police, Henry had to be extricated from her car.

Both drivers were transported by ambulance to Meadville Medical Center. Luce was treated and released and Henry was transferred to Hamot.

According to Meadville City Manager Joe Chriest, signal lights at the intersection had been set to flash yellow for traffic on the parkway and red for traffic on Arch or Mead Avenue on Friday after the city unsuccessfully attempted to fix an electrical problem that apparently developed late Thursday or early Friday. The point person on light repairs — the city’s electrician — was not working on Friday. Although Pennsylvania Department of Transportation is responsible for maintaining the parkway itself, PennDOT doesn’t own operate or maintain traffic signals, Christ explained Monday, noting that signals are the responsibility of each municipality.

The problem was repaired by the city’s electrician and the signal lights were returned to their normal red-yellow-green operation by late Monday afternoon.
