Plummer Frances Collins

NORTH WARREN — Plummer Frances Collins, 87, of Ditmar Street, North Warren, passed away Friday, March 1, 2013, at Warren General Hospital after a brief illness.

Plummer was born Nov. 16, 1925, in Meadville, one of seven children of the late Arthur and Mabel Benton Collins. Raised in Linesville, Plummer graduated from Linesville High School in 1943, just in time to enlist in the U.S. Navy, where he served through the end of World War II as a first class petty officer in radio communications aboard an LSM (Landing Ship Medium) Navy ship.

After separating from the Navy, Plummer moved to Erie, where he started his first career in finance, which brought him to Warren in 1949.

He was then recalled to active duty in the Navy and served his country again during the Korean War, returning to Warren in 1952.

Plummer worked as the manager of Carson Finance until his appointment to the position of recorder of deeds and the register of wills and clerk of orphans court in 1980. He faithfully fulfilled his duties in that position until his retirement in 1991.

He was also a very active member of the Warren community, being active in Kiwanis Club, member of the Cancer Society Board, Conewango Valley Country Club, treasurer of Warren County Republican Party, past president of the North Warren Civic Club, Chamber of Commerce and a member of North Star Consistory, Zem Zem Temple Shrine.

One of his proudest associations was with the Society for the Preservation and Encouragement of Barbershop Quartet Singing in America, being a lifetime member (63 years) and having served as international president in 1976. He was also the president of Harmony Foundation, Kenosha, Wis., and was certified as the international secretary of judges in 1974. He truly loved barbershop music and attended the national conventions with his wife every year for many years.

He is survived by his wife of 63 years, Dorothy Kingsley Collins, whom he married on July 30, 1949, in Cambridge Springs; two children, Richard Collins of Rochester, N.Y., and Cynthia Collins Strickland and her husband, Steven, of Brandon, Fla.; two brothers, Harry Collins and wife, Jacqueline, of Fayetteville, N.C., and Alan Collins and wife, Lucy, of Temple Terrace, Fla.; five grandchildren, Brian Collins of Huntington Beach, Calif., Kimberly Collins of Youngstown, Ohio, Colin Strickland and wife, Allison, of Tampa, Fla., Casey Strickland of Oxford, Miss., and Connor Strickland of Tampa.

Plummer was exceptionally proud of his grandchildren and they loved and respected him greatly. Their favorite memories are visiting with him and sharing the many stories of his life, as well as his proud involvement in all their accomplishments. He was a true mentor to them and they are grateful for his guidance and love.

In addition to his parents, he was preceded in death by his twin brother, Robert Collins; brothers, Lt. Col. Arthur Collins Jr. and William Collins; and his sister, Lois Collins Coursen.

Friends will be received in the parlors at First Presbyterian Church, 300 Market St., Warren, for one hour prior to a Celebration of Life service on Friday at 11 a.m. with the Rev. Ellie Johns-Kelley, pastor, officiating.

Interment will be in Warren County Memorial Park.

In lieu of flowers, memorial donations may be made to First Presbyterian Church, 300 Market St., Warren, Pa. 16365; or the Harmony Foundation International Inc., Soute. 200, 100 Seventh Ave. N., Nashville, Tenn. 37203.
