Magisterial District Justice

Timothy Lee Allen, 52, of 10891 Perry Highway, Meadville, and Amanda Lynn Urey, 31, of 16434 Woodcock Drive, Saegertown, each waived the right to a preliminary hearing before Vernon Township Magisterial District Judge Michael Rossi on one count each of theft of services for an April 13 incident in which Allen allegedly cut a numbered tag off a Northwestern Rural Electric Cooperative meter box at Urey’s residence at her request and inserted steel bars in the box, allowing her to obtain $358.31 worth of electric service illegally. The theft was discovered May 13. Both Allen and Urey were released on their own recognizance.

Steve Jamall Smith, 25, of 747 E. 8th St., Erie, waived his right to a preliminary hearing on Pennsylvania State Police charges of three counts of driving under the influence of a controlled substance and four summary traffic offenses for a Nov. 4, 2009, incident on Interstate 79 in Union Township and was released on $10,000 unsecured bond.

Dale Russell Wiley, 45, of 185 Ray Road, Jamestown, was held to court following a preliminary hearing on Pennsylvania State Police charges of two counts of driving under the influence and four summary traffic offenses for a May 30 incident in Greenwood Township and was released on his own recognizance.



Meadville Area

Magisterial District Justice

Heather Dawn Lloyd, 37, of 9397 Twin Hickory Drive, Guys Mills, waived her right to a preliminary hearing before Meadville Area Magisterial District Judge William Chisholm on Pennsylvania State Police charges of two counts of driving under the influence and two summary traffic offenses for a June 13 incident in West Mead Township and was released on non-monetary bail with conditions.

Brandon Michael Babin, 21, of 736 Liberty St., Meadville, waived his right to a preliminary hearing on Meadville City Police charges of one count of accidents involving death of personal injury and three summary traffic offenses for an April 29 incident on Grove Street in which a pedestrian was injured.

Pennsylvania State Police

A car driven by Brigid R. Winsor, 18, of Venango was traveling northbound on Park Avenue Extension in West Mead Township north of Marguerite Street on Saturday at 1:04 a.m. when it struck a downed utility pole that had rotted from the lower end and fallen across the roadway prior to Winsor’s arrival and struck the pole’s transformer box with its front end. According to Pennsylvania State Police from the Meadville barracks, Winsor was cited for underage drinking and operating a motor vehicle with alcohol in her system while being a minor. State police were assisted at the scene by West Mead Volunteer Fire Department and Meadville Area Ambulance Company, which transported a passenger in the vehicle, Cambridge Springs resident Laura R. Osborne, 21, to Meadville Medical Center for treatment of what state police described as a minor injury.
